To loop videos get LoopyLoopy, it's free. For a while I've been using Video Loop Presenter and had problems getting both an iPad 1 and iPad 2 to see the videos. With Video Loop Presenter you need to use a utility called iPhone Explorer to copy videos to the camera roll. If it's not in the camera roll it won't be recognized. It worked ok for 1 video, then weird things would happen. It wouldn't recognize all 6 videos I have, just selected ones. Truly flaky behavior. With LoopyLoopy the interface is set up through iTunes to implicitly recognize videos you want it to play. To do this you have to use the File Sharing feature in iTunes. Here are the directions:

this should do, "Loop Video Player".
You have to put the video in the app with your PC.
After you purchase the app, connect the iPad to your PC,
open iTunes, go to app section of your iPad in iTunes, scroll down and you'll see this app,
and then drag and drop the video into the app.
I used it for 7 hours straight at this event and worked fine, didn't stop once.

VLC Player for iOS is a much better looping player.
You can adjust the speed of the playback as well as the video settings (brightness, gamma, etc.)

Did you notice that on a Mac there is a stutter in Safari at the end of the loop, and that it defaults to run DivX plug in for .mov files in Chrome and Firefox (HTML5 pref looks like) and flashes the divx logo between loops? I was able to run it fine in Chrome after disabling DivX, but Firefox won't play it without that plug-in. I tried adding: pluginspage="http://www.apple.com/quicktime/download/" after the auto play code, but it still couldn't find a Quicktime plug-in after DivX was disabled.
Works wonderfully for looping on the iPhone: the only web solution I've found to this problem. THANKS!!!!
p.s., sorry for the second post. Wouldn't let me edit the first one. Error.
you can also create a html 5 page to load by internet your video
For instance :

Best regards
I haven't looked but there could be an App for what you are wanting to do.

I'm just having a 17 sec. clip on my ipad repeating perfectly. that's how it goes:
- Produce an MP4 from your Video, Keynote...
- Create a folder in you images folder via finder, put the mp4 in there
- itunes: click the ipad, go to images/foto
- choose the folder, hit "add video" (or similar) in itunes
- sync
- go to settings>photo>repeat (=on)
- open photos/images on you ipad, go to diashow. hit "start diashow"
Then I ran across Loop Video, a new app - haven't used it yet in production but seems to do what we want.
I'm just a marketing guy, no association with this app or developer
I've recently found a workaround for this. In iTunes (which is where I assume the video is) select the movie, and then go to Advanced -> make iPad version.
It will create an .m4v formatted video that will play on the iPads without issue. But now, for the looping, copy the video to iPhoto, in an album all by itself. Sync the album to the iPad.
Make sure on the iPad your settings for photos has Loop slideshow turned on. THen go to the photos, open the new album and select Slideshow.
It's an unnecessary workaround, but it does work flawlessly.
2) Put the movie into its own album in iPhoto.
3) Sync photos with iPad. Make sure new album is selected, and the "Include videos" box is checked.
4) On iPad, go to Settings, Photos. Select Repeat option for Slideshow to ON.
5) Go to Photos, select the new album, and hit the Slideshow button.
Enjoy your movie again, and again, and again...
