Menu Bar Clock Format?

I'd like to display leading zeroes for the hour in the menu bar clock in Snow Leopard, and cannot figure out how to do so. I've already set the format preferences in Languages & Text to use a 24 hour time format with leading zeroes, but this does not seem to effect the menu bar clock.
For example, when it's 8:15AM, I'd like the menu bar clock to display 08:15. Anyone have any hints as to how to force the menu bar clock to use leading zeroes for hours before 12?

I know that- the issue is that, even in 24hr format with leading zeroes selected in the preference pane, no leading zeroes appear in the menubar clock.

I don't want to keep both settings- what I'd like is a menubar clock that displays the time in 24hr format with leading zeroes for times before 12:00, and it appears that there is not a way to do this.

I've submitted a suggestion to Apple, so maybe this option will be implemented in some future version of OS X.

I know what you're saying. OS 10.6 is actually going backwards on this issue. On my 10.4 laptop, I can have the menu clock be what my simple/normal? time format is. On my 10.6 machine, this trick doesn't work. Apple made the clock feature simpler, but less customizable. What really frustrates me is that when I open Date & Time in 10.6 to change settings on the clock, there is a link to Language & Text (International in 10.4). This doesn't do anything however. So if I am Jewish, Chinese, or Muslim, I am forced by Apple to use the Georgian calendar.
