I gotten on to update my phone to the newest update that was for today for the ISO 4, and my Itune will not update. It just says that I have the newest update which is the 3.1.3 is anyone else having this problems?
Based on your description, it sounds like you are checking for an iTunes update and you already have the latest version installed.
What it sounds like you want to do is download/install the latest iOS version for your iPhone
To check for a new version of iOS, with the phone connected to iTunes click on the phone.
From the info tab, select check for newer version.
I would 'Download Only' the Update FIRST, then go to iTunes to update. About every other 3GS we have tried to do the combined 'Download and Update' has ended in a disaster of having a brick for an iPhone till we can do a factory restore, then re-loading of all the owner's iPhone from the last back-up.
So first 'Synch' and Back-up your iPhone; second eject the iPhone from iTunes and re-boot the computer to clear the SMC and 'Hard Re-set the iPhone'; after re-start of both, open iTunes, then re-connect the iPhone in question; click 'Update' and select the 'Download Only' choice, wait till it finishes; now click 'Update' again, it will go through the re-synch process but it will short; now it will clear the iPhone and install the new iOS 4.0.1, takes about 20 minutes on average. Every time we follow these steps we end up with a perfectly updated iPhone; every time we don't it usually causes a problem.
