My Experience of losing picture message capabilty . I have a 32GB 3GS on O2 business my other half a 16gb on O2 Pay monthly both legally unlocked by o2.

After updating to IOS 4 + accepting updated carrier settings neither phone would send picture messages.

I tried:-
Texting 1010 (to enable picture messaging)
Restore and install as new phone
Changed APN settings to reflect new idata 2mb settings
I called O2 they referred me to apple saying apple issue not o2 as my 3G, Wifi and MMS were otherwise working so had to be apple issue, couldn't get thru to apple because of some fancy new phone ???
Anyway All to no avail so....

I restored IOS 4 and refused carrier setting update and hey presto worked fine since. O2 have asked me to update settings 4 times since.... no thanks will wait some time before i accept carrier setting update or theres some more internet chat on the subject thanks.

( For further info I did have picture messaging enabled and wee camera available on MMS page)

hi folks...

YOU DONT HAVE TO RESTORE YOUR IPHONE!!

i had the same problem (MMS option not showing under messages settings).

you have to go to settings-GENERAL-network-cellular data network and under MMS just type in the info from your carrier (apn, username, password, mmsc...) - they should supply this data for you if it is not listed somewhere on their web..

after you put it in, the mms will work automatically, you dont even have to go to messages settings to turn MMS on...

good luck
