Iphone tethering limited to 1Mbps?

I haven’t found a solution to display the correct speed, however I confirmed that it IS capable of transferring at higher sped than 1 Mbps.
When the transfer rate exceeds 1Mbps, task manager will show 100%

Try tethering it and visiting an internet speed test site.

Can a cell provider limit the speed?
Or even charge different rates for different speeds?

The answers to both of your questions are: yes, if the company chooses to do so.
However it is not the issue in this case, it is about the network tab in task manager display an incorrect link speed (in our case 1 Mbps).
You can find out your actual transfer speed using a speed testing site like speedtest.net or any other as it was recommended in the previous post.
If anyone finds an article about the actual link speed for the iPhone USB tethering, or on changing the displayed value in the Windows 7 task manager, please post it.
