Means that the screen is locked in portrait view and will not change when you rotate the phone. To unlock it, double click on the home button, swipe the list of apps moving your finger left to right, then click the icon with the circular arrow.

I understand "Portrait Orientation Locked" but I have another related question. On my iPhone 4 when viewing photos in my photo gallery they are locked in portrait orientation - "P O Locked" is not activated. On my iPhone 3GS upgraded to iOS 4, when I rotate the phone from portrait to landscape the photo adjusts. Is there a setting somewhere to unlock the photo gallery? - I have looked everywhere I know to look.
if your portrait locked, double click the home button to pull up the "multitaking dock" then slide it to the left, you will see there a portrait lock button and ipod controls
Thanks for your reply. I understand the "P O Locked" feature. My issue was that only my photos in photo gallery were locked - all my other application worked just fine - when I rotated the iPhone they would switch form portrait to landscape, but not my photos. Actually, the good news is, I got it fixed. Saw a suggestion in another thread on this subject. In Settings, I "Reset all settings" and that fixed my problem. Everything working fine, for now.
