My notes are synced between my Mac and iPhone. While the rest of my iPad has synced with both, the notes on my Mac and iPhone have not Ben transferred to my iPad. How do I do that?

I understand this, but I am asking you where you then view your notes; in Mail or the Notes app?
Another addition, the Notes folder in Mail app is not on the iPhone. The notes are in the Notes app on the iPhone. On the iPad, the Notes folder in Mail app is there, but the notes can not be edited.
Give up on Mac Notes. Use Evernote. It is a free Ipad app. It does exactly what you need. (I got this suggestion from a helpful and honest rep when I called the Apple Support line. It's nice to know that Apple has this integrity when there is a soft spot in its code.)
