ok, I tried the Control click, but after I set it once, it works for one line, and then is no longer set.
How can I make it so the tab stays where I want it for all pages?
select all the text? not sure what you mean.
what I'm trying to do is set the tab so that if I need a space indention - I don't have to space manually every 10 spaces everytime I use it.
So, how do I set that so that it remembers where my tabs are?

If you already have some text in the document you have to select all text you want to have the specific tabs you set. In Pages different parts/paragraphs can have different set tabs.
In the Inspector palette > T tab > Tabs you can see the tabs measures.
It is the same for all word processors. Your setting applies to the currently selected text and any text that follows directly on from that.
The same as if you made the text bold. It stays bold till you change it, but other text remains whatever it was.
In the case of tabs it applies to the paragraphs you have selected.
If you type in place of the text you set the tabs in or continue typing the tabs apply, but if you click away and go to another paragraph then that has the tabs which were set for that text.
Also if you copy and paste material from other locations within the document, other documents or the internet, they come in with their own formatting, unless you go +Menu > Edit > Paste and match style+
