This has been driving me crazy. Seems to happen at Marriotts more often. iPad sees the WiFi network and when selected it appears to join but the WiFi symbol never appears in corner and never get join screen. I deleted Boingo WiFi Finder and everything back to normal.

Another thing to try is to have another browser on your iPad. Sometimes the ‘agree to our terms page’ doesn’t come up with mobile safari but can come up with a different browser.
And going by my experience, once you agree to the terms on another browser it still works on safari
