Watch does not respond to wrist move

Watch does not respond to wrist move

since installing Watch OS 5.1.2 the watch no longer responds to a wrist move. I have double checked the settings both on the watch an on my iPhone and those settings are correct. I have also tried the "universal cure" of rebooting the watch but nothing still I must tap the face of the watch to get it to respond.

I FIXED IT!

turned off all settings in Settings > General > Wake Screen
1. no change
reboot watch
1. no change
reset Settings > General > Wake Screen to Wake screen on Wrist Raise
1. no change
rebooted watch
1. screen opens on wrist raise!

I not only rebooted my iPhone, I reverted from the iOS 12.1.1 beta to the iOS 12.1.1 release version mainly so I could use the ECG app) and while I can now run the ECG app I still can't activate my watch without taping its face. The wrist raise sill has no effect.
