Windows 10 Won't Boot Properly in Boot Camp After Mojave

My Boot Camp Windows 10 install was working fine on my late 2014 Mac Mini until I updated to Mojave. Now, when I try to boot into Windows, it boots to the lock screen (with the photo) instead of the desktop. At first, I thought it was frozen because my Apple bluetooth keyboard and mouse had no effect, but then I noticed the time on the lock screen was updating. Does anyone know how to fix this, other than trying to reinstall Windows?
