The replaced iPhone is a locked phone!

My cousin gave me a replaced iPhone 7 provided by Apple, she told her original iPhone 7 was unlocked. Now, I am in China, and I found the replaced iPhone 7 is actually locked. I cannot used the SIM card from China. Please help me to unlocked the phone! Thanks!
