I'm having trouble purchasing my yearly photo book. When I try to add multiple or ship to multiple address a pop up with the photos logo pops up "unexpected error" "try your order again later". It continues to pop up even after a restart.

Are you trying to order using a project extension, or are you trying to order the photo book from Apple?
Apple does no ,longer offer any print services.
Which version of Photos are you using? The project extensions are only available in Photos 3 on macOS 10.13 High Sierra and on Photos 4.0 on macOS 10.14 Mojave.
If you are still using an older system, you will need to upgrade to a newer version of MacOS X, if your Mac is new enough to support the newer system versions.
Alternately your best option to get your books printed on your current system version would be to export your book as a PDF file and to send it to an online print service:

It may be more economic to copy the PDF to a USB stick and visit the next print store in your neighborhood that can print high quality books from a PDF file.

It looks like Apple even removed the documentation on how the save the PDF files.

Yes I have an older imac and am sad to hear it is no longer an option to purchase my photo book. I spent about a weeks time over last month to get this book made. The link you provided to export to PDF does not work. Perhaps do you have another link?
Thanks, that works. Going to try and salvage this years book with the presto website. Next year will be upgrading my iMac. It's been so good to me over the last 11 years but it's been apparent that it's struggling to compute last year or so.
