no service never scynced forgot passcode losing hope....it gets worse

i lostr my iphone 7plus months ago and just found it since i lost i got another iphonex no need for the iphone 7 but have need for the money it could bring in but with no service so can't connect to internet, forgot my pass code, locked out and now diabled, its never been synced to iTunes, and i can't launch recovery mode for some reason, when I press the down and side together my options are turn off or cancel and when I plug into the computer it says can't connect to itunes because the its passcode locked
