Migration assistant is asking for a volume password?

I don't know how more people aren't having this problem. I've looked all over the internet and support forums and found nothing helpful. Migration assistant is saying "In order to add new users to this system, we need to collect a password from an existing user who is already authorized." Then it's asking me for a volume password. I'm trying to migrate a standard user account between mac pro stations via our company network.

I'm the administrator, and I've tried using my credentials, as well as the user's credentials I'm trying to transfer, and nothing is working. I've verified that neither machine is locked with filevault, so there's nothing encrypted. I've tried using the network, as well as using a time machine backup. and I still get the same message. I've also tried enabling root user and entering those credentials. I can't even find information on what a volume password is.

Well, mistaken or not, it seems to think FileVault is used somewhere.

Start up both machines but do not use the Target Mode key. Start up migration asst. on both machines. Select "From a Mac on one and "To" a Mac on the other. A five digit Passcode will appear on the screens of both machines and they are now ready for data transfer.

That was the first thing that I tried. I can pair them with no problems. I can see a listing of all users on the source machine. I make my choices, then promote the user to admin which is something it prompts to do, then immediately after that, this window pops up.

Concerning the filevault. I've verified from both machines that neither startup disk is running encryption. Additionally I can browse all of the folders from every user, which I shouldn't be able to do if the drive is encrypted. Is that what is meant by volume password? That it's encrypted? why isn't it showing up when I look under filevualt?
