Trying to download a new Siri voice on my iPhone and it shows stuck on "Downloading" with a message at the bottom that "The Siri voice will take effect when downloaded. 0% complete.."
Been in this state for hours.
Anyone seen this/found a fix?

Managed to fix this without a fac. reset. Apparently the accent is now tied to the language you are using so you have to change the language setting to Enclish (x) where X is the accent you want to use. NOTHING else worked for me, not restarting, not turning on airplane mode to reset the network chip, not even factory resetting.
Same, was fine then I switched language to Irish and now can’t switch back to Australian keeps downloading
Yup, Apple fixed the bug with the latest release. Thanks, Apple!
Update: I did a factory reset. No change.
I’m thinking this is a system-wide problem. My brother checked his iPhone 7 yesterday and saw this bug. Our HomePods have this bug (or variations of it). I checked my iPad Pro and it has this exact bug.
Conclusion: Apple has a Siri problem right now.
That is not my experience. I currently have English (US) as my language and English (UK) male as my Siri voice and it’s working fine. I used to have Irish Male Siri with US English and it worked fine too but my last IOS update put me back to UK Siri and when I switch back to Irish, it stalls at 0% as this thread describes. If the two settings were required to be together, there wouldn’t be two settings.
Unfortunately this no longer works either. I just now switched my language from English (US) to English (Ireland), and I got the dreaded 0% downloaded message for the Irish Siri voice. Same thing when I switched my language to English (UK). Siri voices remain broken in iOS.
I’m been running 12.1.2 and still have had this problem. But as of tonight, it appears to be fixed. I suspect Apple adjusted something at their end recently.
It’s apparently a bug that has cropped up occasionally in the past, too. So it may pop up again.
I'm running into this same issue. I have the iphone xs and running the latest OS. Siri is on Irish accent and not able to change it. It doesn't matter what other accent I select it goes to downloading and stays stuck at 0%
I been having the same issue forever now regardless of having the most up to date update installed. I've tried everything and even contacted Apple support to help but to no avail. It continues to get stuck in the downloading process. So frustrating.
I am running IOS 12.1.2 on an iPhone 7 and I am having the same issues with changing the Siri voice from American female to British female. I have tried everything on this thread and I am still having the issue. I was able to change it on my iPad Pro running IOS 12.1.1. I really do not want to do a factory reset if I don’t have to. Is there any progress on getting this issue corrected or does anyone have any other magical fix?
None of these 'solutions' has worked for me. I just updated the OS and tried changing the language to Australian, then tried to change the Siri voice. It is stuck same as always with the spinning progress wheel and the word Downloading taunting me... surely there is someone out there at Apple who can address this issue and FIX IT for us!
Rebooted, etc., as above. No change. All Siri Voices downloaded ok to the iPad but not to the iPhone. Any solution yet? Running iPhone X 12.1.2
