Have you tried looking in Screen Time (Settings/Screen Time), it might be “locked out” under a section that used to be called “Restrictions”.

Another possibility is if the device is a works phones they might have restricted certain areas from being altered by the user.

This Apple article talks about the option not being available for some carriers, have you changed recently, if so it may be stuck through that action, you could try a Force Restart to see if it resets things.

Then unless anyone else can offer up an idea to try I would end up Restoring the device, you could look at the two "Erase" options done from the device first though.

The first "Reset All Settings" doesn't delete content so is the quickest to try, the second "Erase All Content and Settings" does, and you will need to download everything again unless you sync content via the Cloud in which case it should mostly come back once you sign back in to your Apple account.

If you use a BackUp although that will put your device back to how you previously had it set up, it could "import" the issue back again.

The above basically sets your device to back to default, which if the issue is a "setting" problem should fix, but if it's to do with the OS itself then the only way to resolve that would be an iTunes Restore as New.

Could be a lot of work depending on which option you go with so you might want to wait for the next iOS update and when it arrives try it via iTunes instead of OTA, that could resolve it for you.

This is another article that talks about the Time settings on your Mac that can affect iOS when synced, so if you do sync with a computer it might be worth looking at that end of things.

I’ve run out of ideas I’m afraid, if I think of anything else I will post back, but someone else could have in the mean time, best of luck.

Usually the “Emoji” option is under the “Other iPhone Keyboards” section which lists the available ones in alphabetical order, if it’s missing I’ve read that may be due to third party ones being enabled.

So, try removing any third party keyboards, restart the device and then see if emoji option reappears.
