The setting "Fetch New Data" means that your iPhone or any device is going out on the internet to retrieve new information. For example, you might see this message when your iPhone is trying to see if you have new e-mail. If you set this setting to "Automatically", your iPhone will automatically check for any new information on it's own with no interaction from you, and then "push" or download that information to your iPhone.
