Itunes & App Store “invalid payment method”

neither my card nor my fiancé’s card are working for Apple on my Apple ID. I can’t download apps or update apps, I can’t buy tv shows either.

i have triple checked the card info and addresses and re entered the data and yet it’s still not working. I don’t understand. Every time I re enter it and press save it shows up “invalid payment method”. There is money on the account, and I haven’t had any “bounced” payments.
