Odd iPhone storage
My iPhone storage is 16 gb, and I’ve already used it 11.2 gb.
but why when I download apps, it cannot?? It comes with a iPhone storage almost full warning?

Thanks for that info and choosing the Apple Support Communities. If I understand correctly, you are unable to download an app on your iPhone, as you get a storage alert but you have available storage on your iPhone. If you haven't already, restart your iPhone as iOS clears cached data and does other system optimizations when you turn your device off and on.
