As the title say’s. It all started when my ihpone 6s plus was updated in the new IOS12.
I tried to fix it by logging out and in on icloud library but its only a temporary fix. Yes it can download all my songs again but not all of it. After 30-40 songs it’ll stuck again on loop icon which is downloading icon and it’ll never stop looping.

I see that you're experiencing some issues downloading all of your music as expected in Apple Music. I am glad to help here.
If you tap Settings > General > iPhone Storage, do you have a good amount of space listed as available in storage at the top of this page? It will break down how much space you have available out of your total capacity. If you're low on space, it's possible that no songs are able to be downloaded. Additionally, if you pull up Settings > Music > Optimize Storage, you may have a storage limit enabled. If that's the case, then you may not be able to download additional content.
