Photo Upload to Icloud Stuck with 8 Items Remaining

Uploading appx 25,000 photos from Imac to Icloud. OS is High Sierra 10.13.6. It took 4 days to upload the bulk of them, but now it has been stuck for 48 hours with the indicator "Uploading 8 items " with a Pause button next to it. Above that it says "6 items on this Mac." I have lots of icloud space left and wifi is working OK. How do I get it to complete? Why are there 6 items on the mac, but 8 items remaining?

Pause library uploads to iCloud

When you turn on iCloud Photos, the time it takes for your photos and videos to upload to iCloud depends on the size of your collection and your Internet speed. If you have a large collection of photos and videos, your upload might take more time than usual. You can see the status and pause the upload for one day.

  • On your iPhone, iPad, or iPod touch, go to Settings > [your name] > iCloud > Photos. You can also open the Photos app, go to the Photos tab, and scroll to the bottom of your screen.
  • On your Mac, open the Photos app. Select Photos in the sidebar, then click Photos or Moments in the list of tabs in the toolbar. Scroll to the bottom of your photos and click Pause.
  • You can check the size of the library , use optimise storage feature , can create additional photo libraries .
