Can't access options to customize Function Keys.

When I go to system preferences, then keyboard, then shortcuts, no options for "Function Keys" appears on my list. Also, under system preferences, then keyboard, there is no options for "Use all F1, F2, etc. keys as standard function keys." I would like to use my F11 and F13 function keys on my keyboard to change the volume on my imac (late 2009 with OSX Yosemite). How can I fix this?

Try setting up another admin user account to see if the same problem continues. Please post back on whether or not this worked. Also try the Safe Mode. Please post back on whether or not this worked.

If it works in the Safe Mode, try running this program when booted normally and then copy and paste the output in a reply.
