Magic Keyboard missing block of characters

I have a late 2012 Mac Mini running Mojave 10.14.2. I use a Bluetooth Magic Keyboard. I map the keyboard between US and Spanish layouts, flipping back and forth many times a day. Have been doing this for years. Yesterday, while typing, noticed several keys not registering, specifically 7 8 9; u i o; j k l; m , . That's an interesting block on the keyboard and probably a significant clue. Connected an older USB keyboard. Worked fine. Also had a Bluetooth version of that same ivory, extended keyboard. Paired nicely and worked flawlessly. Concluded that the faithful Magic Keyboard workhorse had finally died. Bought a replacement.

The replacement Magic Keyboard displayed the same problem! Now felt that a software issue was the cause. Rebooted, reset the Mac Mini. Problem persisted. Re-installed Mojave 10.14.2. Problem persisted. Signed on as Guest User, and Magic Keyboard worked like magic!

Now know that the keyboard is innocent and realize that the problem is associated with my particular account profile, specifically with the keyboard mapping matrices, but have no idea where they live and how to refresh them. Any help would be greatly appreciated.

Summary:

  • Bluetooth Magic Keyboard not responding to a highly-specific block of keys
  • USB keyboards, and older ivory extended Bluetooth keyboard working fine
  • Suspect Magic Keyboard works on Guest account. Keyboard obviously innocent
  • The problem is peculiar to the user

Indeed. Sounds like Mouse Keys has been activated. See
