Home Video Playlists incomplete on ATV

Yesterday I created three playlists from iTunes (12.8.0). I.m using the computer app on ATV (12.1.1)

A Christmas music one works perfectly.

There are 2 Home Video Playlists. One shows only 2 of 6 videos. The other playlist doesn't appear at all.

The Home Video tab on ATV shows there are 10 videos total. iTunes library Home Videos has 19.

Why does it show some but not all?

I've restarted ATV and computer. I've signed out and back in on both ATV & iTunes. Both devices show same login account.

Make sure iTunes is up to date

Yes they can, but that is only the container. The specs inside still need to be compatible

Here is what is supported for the Apple TV 4K

H.264/HEVC SDR video up to 2160p, 60 fps, Main/Main 10 profile

HEVC Dolby Vision (Profile 5)/HDR10 (Main 10 profile) up to 2160p

H.264 Baseline Profile level 3.0 or lower with AAC-LC audio up to 160 Kbps per channel, 48kHz, stereo audio in .m4v, .mp4 and .mov file formats

MPEG-4 video up to 2.5 Mbps, 640 by 480 pixels, 30 fps, Simple profile with AAC-LC audio up to 160 Kbps, 48kHz, stereo audio in .m4v, .mp4 and .mov file formats

As it turns out, videos can only be .mp4 not .mov.
