The iPhone is carrier locked, only the SIM from that carrier can be used.

You need to ask the person you got the iPhone from to tell you which carrier it is tied to.

Only that carrier can officially unlock the iPhone if you qualify, not Apple or anyone.

Sounds like that 4S is locked to a carrier. You would need to contact the original carrier to get it unlocked.

If you contact Apple, they may be able to tell you which carrier that is.
