I have an apostrophe in my last name. When I type it in using my iPad or iPhone X, it is always read as a special character and I cannot proceed on most websites. My Mac book pro has a proper apostrophe but that is not always convenient. This happns on airline, social security, banking and most other websites. Does apple plan to fix this so it is standardized to the Mac apostrophe symbol?

You should be able to fix it yourself by going to settings/general/keyboard and turning OFF Smart Punctuation.

Could you type your last name here using your iphone or ipad, with the apostrophe? Make sure you type each character separately and do not let the device autocomplete or correct the name. With smart punctuation turned off it should only be the standard ascii version U+0027.
See if using a different browser like Firefox or chrome makes a difference. Also ask the airline why your name is not working.

That may be but the airline system is reading it as a special character
