Apple Watch pairing WITHOUT phone that’s paired

I got my mother a second hand apple watch and I can’t get ahold of the old owner to get the authority lock off for her to actually use the watch. We can’t get passed pairing so I would like to know how to get the authorization lock off so she can sign in and use the watch
