Apple watch

First question…I paired my watch with my iPhone but when I go to the watch app it wants me to pair it again. So when I try to pair it, it says it’s already been paired and won’t let me go forward?

‘Second question…my mom passed away in November and I’m trying to pair the watch on my husbands iPhone, we don’t have access to her apple account, is there any way to clear the locked code so we can use the watch to pair it to his phone?
