Working in Pages 7.3 in Layout mode.
I'd like to copy Alignment Guides between pages, have them included when I Add Page.
I haven't found a way to do this as of yet.
Alignment Guides don't seem to be saved with a Master Page.
It seems inefficient to have to drag out new guides from the rulers for each page and especially so if you want them to match previously created pages.
And tips on this appreciated.

You can create a layout document with several blank pages, each with its own alignment guides. It will save as a template and retains the pages and guides.
Fiddly, I know, but a one-off task.

You can't.
You can't even duplicate, or save as a template and keep the alignment guides.
Perhaps Guide Lines (4+*) from the Mac App Store can be adaptable to your needs. It is a menu extras utility that provides overlay lines, and is not an enhancement to Pages. The overlay lines span multiple visible pages. I have no experience with it, and although it requires 10.11 or later, there is no assurance it will run properly on Mojave.

I find that Pages 7.3 has excellent drawing features, both in Page Layout and Word Processing mode.

To create a constant look across multiple pages using Layout mode, I'm trying to align all graphs and charts at 3"
I'm also noticing that in Layout mode there's nothing to lock to the page margins as I draw text boxes.
Ugh. Time to send Apple some Feedback!

Fiddly for sure. Thanks. Unfortunately I often need to tweak the guides for each new multi-page document.

Try this in a Word Processor document (not a page layout document).
Menu > View > Show Rulers
Menu View > Show Layout
Insert a Line Shape, drag to rotate it to vertical (it will snap to 90 degrees), then drag it to approximately 3" from the left. You can fine tune the position with Format Panel > Arrange > Stay on Page > and type the X coordinates 3 in.
Drag the Line Shape to expand up and down to fill a whole page.
With the Line Shape selected, Menu > Arrange > Section Masters > Move object to Section Master.
It will appear in the background of every page of that Section as you add more content and pages are automatically added to accommodate the new content.
For example:
When you want to print, Menu > Arrange > Section Masters > Make Master Objects Selectable.
Click on each background "alignment guide" and delete.
