How do I unlock my account through e-mail?

Maybe someone got an iPhone for Christmas and just entered the wrong e-mail:

But my concern is that I was easily able to reset the account I'm using now:

But cannot get the unlock e-mail for a different account.

What's up, Apple?

Very inconsistent and annoying. I just want to reset the password. I cannot reset the password because it's configured with an unknown phone number. So now this person, maliciously or benignly, controls my Apple ID.

This is the system Apple wants????

Yes, thanks for the link to the form. Apple wrote back that the cannot reset the password through e-mail, so I replied more fully. I'm waiting to hear back, but it seems unlikely that Apple will do anything. I've found posts going back to 2015 describing the same problem:

https://apple.stackexchange.com/questions/346778/

so it just seems to be how Apple wants it.

Very weird. I'll probably call them at some point, but that sounds like an excercise in frustration.

Chat or e-mail preferred. Seems hopeless, quite frankly.
