I purchased a Iphone XR and when I unbox it has sim card already- AT&T. Is this normal. Btw, I live here in Muscat, Oman. Does my phone is unlocked or unlocked? When I pur Ooredo sim card, it reads my sim card.

Apple sells phones with SIM cards installed already, as well as "unlocked" with no SIM cards, and this is specified when you purchase it online or at an Apple Store. As long as you did not purchase the device with a plan through your carrier, it should be unlocked, even if it has a SIM already in. It's perfectly normal if you live in the US and buy a phone for use on AT&T.
What you bought is an illegally imported gray market phone that was originally sold in the US.
You will have to take it back to the US if it ever needs service.
That phone is for the US market, which would indicate it has been illegally imported. If possible return it for a refund and purchase from an authorized dealer.

When I put Ooredo sim card, it reads my sim.
In addition, when I unbox it as well, it has a drain battery. So I charge it first so that I can activate the phone.
