I am looking to buy an apple watch series 4, but I am wondering if I am still able to answer texts and phone calls on my watch if I don't have cellular. Do I just need to be connected to my phone's Bluetooth and WiFi or will I just not be able to at all?

Do I have to pair a watch with cellular to a phone? I am looking into an Apple Watch for my daughter. She does not have a phone. However she has an iPad with WiFi only. If I buy the watch with cellular can it be paired to the iPad? And will it make calls and text with the cellular.

yes, being connected to the phone will allow the desired function.
