I was asked by 'GenUtility' for access to my contacts, needless to say I denied the request (bloody cheek) and immediately asked McAfee what was this software? They tell me it is a system file that is part of the New Operating System Mojave?
Is this true ?
What is it and can I remove or disable it?
If it can be removed, how and is it dangerous?

If they told you then it's reliable information. Do not remove anything that is a system file. Any number of apps or utilities may ask to access information required for what it does. What were you doing when the message was shown?
I did a full search of my Mojave drive and found no instance of GenUtility. Perhaps it is in an app's bundle. I had done a Google search and searched Apple's KB without success in finding a definition or description. It would have been more helpful if you knew what was going on when the message appeared. I can't be specific without knowing more about what was happening at your end.
I hope you understand that these forums are not Apple Support.
They (McAfee) also suggested that I ask Apple Support as they knew nothing about that file or why it was requesting access to my contacts... so I have asked Apple Support to advise. Clearly you know no more specifically either and consequently I'll await for Apple to respond, thanks all the same.

FWIW, you should uninstall McAfee and do not install antivirus programs.
