Can't set Automatic Download setting on.

I have an iPhone SE and just downloaded iOs 12.1.2. Everything seems mostly ok except that I can't turn on the Automatic Downloads for iTunes. When I go to the iTunes & Apple Store settings screen, the 4 options available for Automatic Download are grayed out. (NOTE: I also upgraded my iPad to 12.1.1 (the latest version) and it seems to be fine.) I looked at all my settings for both the iPhone and iPad in iTunes to make sure they are the same. I can't figure out what else I need to do in the iPhone. Has anyone else had this issue? Does anyone know a solution?
