iPad won’t turn off automatic downloads

I have an iPad 11pro and iPhone 12 both up to date.


I cannot get my iPad to turn off automatic downloads. Everytime I click it off it turns right back on. Please help


nothing has worked and I do not want to reset as a new phone.
