USB Mouse

My MacBook Air (2014) doesn't pair with a Logitech mouse, or any other mouse I can find. Isn't Bluetooth independent of manufacturers or operating systems?

Any BlueTooth device should pair with your computer. See this help support article and try pairing after you’ve reset the SMC How to reset the System Management Controller (SMC) on your Mac - Apple Support
