I have recently recieved an iPod Touch 4th generation, and I am having trouble getting apps that will work on it. I do not have an Apple computer, all I have is a computer with Widows 10, and so I cannot download any apps onto the device. Any help?

If the App has a compatible version, purchasing or downloading it on a newer device that can install the newer version will let you download the compatible version on the older device yes.
Again, the option is there on iTunes versions before 12.7. If your itunes version on Windows in newer than that the App Store is no longer available there.

You don't download apps from a computer to the iPod either Mac or PC, you need to use the App Store app directly on the iPod to download apps to it.
If you have an older version of iTunes on your Windows 10 PC that still has the App Store option, you may use that.
However at this point finding apps that will work on such an old iPod may not be easy.
Before, I have seen some people saying to "purchase" the app on a different device and then the store will allow you to download an older version of the app you are wishing to download. I do not have this ability
