I want to buy an iPhone xR and pay monthly, if I choose my provider, will I have to pay for my service to my phone also, or just the device itself? I am on my moms billing plan for service, and don’t want to pay for service separately.

Apple doesn't provide cell service, if you use the Apple Upgrade program you will be paying Apple and your cell provider. If your cell provider offers an upgrade program (like AT&T has the next program) you can buy the phone from Apple under that program and pay for service and the phone through the same account.
