If I purchase Apple Music the 9.99 one can I listen to music without cellular data?

Some mobile providers do not count data for certain streaming services. Others see it as regular data use.
Apple Music allows tracks to be downloaded for offline use, per device. You should connect at least once a month, though.
Apple Music works fine on Wi-Fi, which would be without cellular use.

This does not depend on the chosen subscription type. It is the same for Student, Individual and Family subscriptions.
