How to set a default or change camera in Safari for Mojave

I have a MacBook pro running Mojave connected to a Thunderbolt display. I have a Logitech C920 camera plugged into a USB port on the Thunderbolt display.


Using FaceTime, there is the ability to select what camera to use in FaceTime --> Video --> Camera. I have the C920 selected and the camera launches as the default device and mechanically functions while using this app.


In Safari, when launching a website which uses a webcam via Adobe Flash, Safari is asking if I which to "Never Allow", "Don't Allow" or "Allow" the camera to be used. If I choose to allow, the Thunderbolt display's camera is selected. I cannot locate a setting to choose another camera.


The option of selecting a camera was there since the update to Mojave but today that option is not present. So, I can allow or deny a camera but I cannot select which camera.


Is there a way to change what camera Safari will use just as in FaceTime?
