How to get an iCloud locked iPad unlocked??

If I were to buy a used iPad from Goodwill and it was iCloud locked, will Apple unlock or how would I get it unlocked???

Can I take it to an Apple store, with the receipt, and get it unlocked??

Only the person who set up the activation lock can remove it. You will never be able to use an iCloud locked device.
