Lock screen

To disable the swipe right-to-left access to the camera on the lock screen, you need to disable access to the camera in:

Screen Time, Content & Privacy Resteictions, Allowed Apps.

Turn the Camera off there and it cannot be accessed at all, from the lock screen or otherwise, until you re-allow it.

You can suggest that to Apple by submitting feedback at https://www.apple.com/feedback/. You won’t get a reply, but Apple engineers and software designers do read those submissions.
