Cancel Palmistry & Horoscope 2019 app
By mistake i subscribed to Palmistry & Horoscope 2019, i cancelled it but it is still charging me $39.9.99 for this first month.

You've cancelled its auto-renewal : View, change, or cancel your subscriptions - Apple Support ? Obviously cancelling its auto-renewal only does that i.e. it cancels its auto-renewal, it won't cancel the current subscription period nor result in any refund.
If you are looking to get a refund then purchases are considered final as you know, but you could try the 'report a problem' page to contact iTunes Support and see if they will refund you as a one-off : http://reportaproblem.apple.com
