I have updated my iPhone 6S to latest software 12.1.1 (16C104) and unfortunately the Bluetooth has stopped working and there’s a loading sign in the Bluetooth menu

Same with me ! New iPad mini 4 for Christmas with IOS 12.1 1.
No Bluetooth found - iPad laying directly near iphone 6s!
Did restore iPhone 6s to factory settings but still no change.
Luckily, those Bluetooth devices that were connected before update ( Bluetooth music Boxes and old IPad mini ) are working and can be connected!

Appreciate your quick response. Yes I have already tried factory restore by erasing entire phone and resetting all settings but nothing helped.
