iOS 12 is the worst

I’ve tried absolutely everything I could find and I can’t delete apps? I’ve held my finger on the app and the x doesn’t show up. So I looked on YouTube and they were saying to do the General> Storage Management method and that also doesn’t work. I’ve tried restarting my phone, that doesn’t work. I have tried deleting them off the App Store and that doesn’t work either. It’s really annoying me
