Won’t accept my payment for Weight Watchers

I downloaded the Weight Watchers app to purchase the 12 month plan, I have enough in my account, I have the right card set up on my account, but it still is declining my payment. It says “cannot connect to App Store, please visit (this website) for help”. I don’t understand what to do, I thought I was doing everything right. Please help

As the screen shot shows, contact iTunes Support. Either use the form or scroll to the bottom of the page in the 2nd link. Follow through the screens to get a chat or telephone option.
