Verification Required. New Apple ID

So whenever I try to download a free app or update one it keeps saying "Verification Required. Tap Continue and sign in to view billing information" and asks for my password. Once I click continue it brings me to my billing information which I have set to "None". Which "None" is supposed to be able to grant you access to download ONLY FREE apps. But when I click "Done" because all my information is correct, and go to download or update the app again it asks me "Verification Required. Tap..." again. The only way I was able to get out of this endless loop was to create a new apple id. But apple limits it to only 3 apple ids per iPhone and I'm on my 3rd with the endless glitch of "Verification Required". I've tried countless videos to get either a new apple id or to get the "Verification Required" loop fixed but nothing is working. Someone please help.
