Apple ID verification loop

Whenever I try downloading or updating an app, it would say “There is a billing problem with a previous purchase.” even though I have not purchased anything on the App Store at all. I put in my password and it takes me to update some information or add a card. I click done, and it says “Verification Required” and it tells you to sign in. So I enter my password again, and it takes me to the same place to edit/update information. And after I click done, this just repeats over and over again. I need to be able to update some of my apps so how can I get rid of this glitch?

By the way, I have no unpaid subscriptions at all. I haven’t purchased anything on this Apple ID and I don’t know why it keeps doing this. I don’t have a card on this Apple ID as well, so I don’t see any problems. I’ve tried many things to get this to stop such as restarting my phone, resetting all settings, deleting some apps, and nothing has been working at this point.

"Some purchases might require that you have a credit card on file, even if you use your Apple ID balance to make the purchase." - from: What you can buy with your Apple ID balance --> https://support.apple.com/HT211187

For a variety of reasons Apple will almost always require a functional payment method such as a credit or debit card be present when downloading anything from the iTunes or App Stores that isn't totally free, even if the item will be paid for with Apple Account balance. The resolution to this issue is often making sure you have entered a credit card or other valid method of payment* even if you don't plan on needing to use it.

If there is an option to select "Review" or "Continue", select that and enter valid payment information if required. If there's problems doing this:

On a mobile device tap: Settings > [your name at the top] > Media & Purchases > View Account > Review Apple ID.

Alternatively this document explains how to 'Change, add, [review,] or remove Apple ID payment methods' on an Apple mobile device, a Mac, or a PC; click here --> https://support.apple.com/HT201266

If you continue to have problems contact Official Apple Support - Select your region from the list and then your country from the pop-up window. If you do not see your country, see if there is an "other" listing for that region.
