icloud verification coming from phone number 866-275-3866 and many other ICloud issues

My account has been compromised. I have changed the password numerous times. I have completely reset my phone and actually upgraded and gotten 2 new phones. When I sign into iCloud with my email, I no longer get a push verification from apple. I get options that come from a text 819-61 or 504-72 or I can get a call from 866-275-3866. My phone is the verified phone number on the account. My account has developer software on the account which I did not install.

My emails that come from apple are noreply@email.apple.com in a different time zone, applesupport@email.apple.com. no_reply@email.apple.com, apple@id.apple.com

I contacted apple a couple of days ago from a different ID and was contacted from them using this Apple ID that I am having issues with.

When I contact Apple support communities, I get a reply back from noreply@apple.com

I get random voice messages like "it's in the clock."

My console runs with thousands of activity per minute with no open applications.

I have been to the apple store on many occasions, they have wiped my hard drive so many times, I don't have any thing on it, but somehow it always gets partitioned again with a virtual drive.

I have an iPad, iPhone and watch and all have similar issues.

My watch will show another watch with a different battery percentage and I only have one, and this is with the new iCloud account with which I have not used the old iCloud account above.

Since it shows that most of it is developer software, nothing is a red flag when I download programs like clean my Mac or EtreCheck.

This was an error I got when I had to wipe my computer last weekend because I was no longer an administrator.

Any advice, help is much appreciated. I would like to find out how to regain my devices back. This has been going on since July.
